後ろに名詞 recommend Tokyo 「東京をすすめます」、
-ing系 recommend walking「歩くことをすすめます」の他、
『節』を取ることもある

recommend の内容（that以下）が事実ではないため、applysではない
（すすめている時点では、出願はまだしていない）
